A vengeful spirit became that way after her husband cheated on her, and then in a tailspin of jealous rage and madness, she drowned their children and then herself. 

Her ultimate sins caused the damnation of her soul to be forever at unrest in a state of confusion and purgatory.

She now indiscriminately kills any children in her purview, bringing them to her watery grave as she tries to 'wash' away her sin and painful last threads of memory. She is "La Llorona".
